IGETC Q and A

The following questions and answers provide additional clarification on policies outlined in the IGETC Standards.  Information represented on this page must be practiced by the sending and receiving institutions.  Where indicated, some of the answers will be added to the next version of the Standards.  The response time for questions submitted via this website is generally 48 hours via email by the designees of the IGETC Standards subcommittee of ICAS.  A selection of questions and answers which would benefit the broader community will be posted here periodically throughout the academic year.

  1. Since California Community Colleges may apply out-of-state courses to the IGETC if the course(s) meets
    the Standards, where do we get the out-of-state university course outlines/syllabi if needed?
     
  2. When students present scores of 3, 4 or 5 on BOTH the AP English Language and AP English Literature
    tests, could the AP English Language be placed in Area 1A, and AP English Literature be placed in
    Area 3B, assuming they met their full 60 units using only 8 quarter units of AP English towards
    UC transfer?

     
  3. Regarding partial IGETC certification: At my campus, I informed the evaluators that "any two courses"
    could be missing, including Area 1A and Area 2 though not advised for admission purposes. 
    Some evaluators say 1A and 2 should be completed.  Please confirm either way.

     
  4. I'm looking for info on double counting courses in a major and in IGETC and can't find any - even in
    the new standards.  Would anyone have some info on this?

     
  5. Section 5.2.1 states that non-CCC courses may be used for IGETC even if it was completed prior to the
    CCC course’s IGETC effective date.  Is the tail end of it also true, e.g., if a course is discontinued on
    IGETC, may a non-CCC course completed after the discontinued date be used?

     
  6. In section 7.0 Credit by Exams there is a sentence that reads “Students who have earned credit from
    an AP exam should not take a comparable college course because transfer credit will not be granted
    for both”.  I believe the student will receive transfer credit and AP test credit as long as the AP test
    is not articulated at the UC campus where the student is applying, with a specific course. 

     
  7. My understanding is that the new IGETC AP chart is for certification purposes only.  I just wanted to
    verify that when counselors are adding up total AP admission units to a UC campus, and there is no duplicate credit issue, they would still use the chart in Quick Reference, for example the US History
    exam would be awarded 8 quarter or 5.3 semester units.

     
  8. Section 5.2.2    Using courses from another community college’s certified list to pass along on IGETC.:
    “as long as the course outlines are compared and scrutinized as to equivalency in content,
    prerequisites, texts, units and conformity to IGETC standards”    As for the implementation, are you expecting Articulation Officer’s to provide an outline to the faculty member to approve these
    courses? Or will a course description and a syllabus from thestudent suffice?  As you know,
    not all outlines are available on OSCAR, and
    sometimes it is difficult for other colleges to send an e-
    or hard copy of an outline.
     

     
  9. If a student presents an AP score of  3 in English language and an AP score of  3 in English literature
    and does NOT complete a critical thinking course in Area 1B of IGETC, has this student met the UC minimum eligibility admission requirement in English Composition?

     
  10. If and when non-CCC courses are approved for use on IGETC, will a centralized database be
    available for input (similar to ASSIST or within ASSIST)?

     
  11. Can the AP chart be added to ASSIST? 
     
  12. Now that community college faculty fluent in a language that they do not teach may aid their
    college in determining student's "proficiency" in a language other than English (LOTE), what
    standards do UC faculty recommend CCCs use to certify students as "proficient" in the reading,
    writing, speaking and listening skills essential?

     
  13. Can already enrolled students go back to the community college and ask for a partial certification
    and then havethat certification sent to the UC/CSU campus?

     
  14. The other question has to do with the timing of IGETC processing at community colleges. Some of
    theUC college and/or department counselors expressed frustration that sometimes the IGETC
    documents aren't signed or they need the student to request the IGETC for whatever reason and
    some community colleges seem to do IGETC related tasks during certain times of the month,
    semester, year etc. Is it possible to get all community colleges to supply IGETC certifications
    on demand?

     
  15. During the ETS conferences, the CCCs were asked to use the recommended IGETC form. Are CCCs
    required to complete the recommended form or any other IGETC form? The UC counselors
    expressed that it's not enough to see "IGETC completed" or "Partial IGETC" on a transcript
    because they don't know what's been used for IGETC purposes. 

 

     1.  Question:    Since California Community Colleges may apply out-of-state courses to the IGETC if the course(s)
                            meets the Standards, where do we get the out-of-state university course outlines/syllabi if needed?

         Answer:      It is the responsibility of the student to provide the course outline/syllabus if they would like a 
                          
non-CCC course considered for IGETC applicability.

    2.   Question:   When students present scores of 3, 4 or 5 on BOTH the AP English Language and AP English
                            Literature tests, could the AP English Language be placed in Area 1A, and AP English Literature
                            be placed in Area 3B, assuming they met their full 60 units using only 8 quarter units of AP
                            English towards UC transfer?

          Answer:     The certifying campus can use AP exams, one for Area 1A and the other for Area 3B.  For IGETC
                            certification purposes, each exam will equate to 3 semester or 4 quarter units.

                            Regarding UC AP credit for admissions purposes, the student would receive a maximum of
                            8 quarter units for both exams.  The CSU does not have a systemwide AP policy.

                            NOTE: The IGETC Standards sub-committee is working hard to try to relay a message that
                            UC/CSU selection and IGETC are separate entities rather than entwined.  The ICAS IGETC
                            subcommittee will consider including an additional clarification to the IGETC Standards.

     3.  Question:   Regarding partial IGETC certification: At my campus, I informed the evaluators that
                            "any two courses" could be missing, including Area 1A and Area 2 though not advised
                            for admission purposes.  Some evaluators say 1A and 2 should be completed.  Please
                            confirm either way.

          Answer:     The bottom line is that the Standards purposely do not exclude any areas to be missing for
                            partial certification.  There are instances where a transfer student could have been eligible out of
                            high school, therefore the possibility is that a student could get admitted missing courses in
                            Areas 1 and/or 2, depending on the criteria used by the receiving institution that admissions cycle. 
                            It would make no sense to deny them partial certification.

                            Regarding Partial Certification, this is the warning in 11.4 of IGETC Standards:

                           "Warning: Students need to meet minimum UC/CSU transfer admission requirements.
                            Therefore, partial certification that acknowledges a deficiency in IGETC Area 1 and/or 2 may also
                            indicate a student does not meet minimum transfer requirements. Community colleges should
                            make every effort to notify students of this potential problem."

                            CCC campuses should exercise caution and make sure students meet minimum admission
                            requirements if you are going to certify them missing critical thinking.  We can't imagine
                            someone getting partial certification missing Math, but who knows, maybe it could happen.

     4.  Question:   I'm looking for info on double counting courses in a major and in IGETC and can't find
                            any - even in the new standards.  Would anyone have some info on this?

                            Look under that Applying Courses section for the answer to your question.

                           “Courses may be used only once to satisfy one IGETC subject area, even if they are listed
                            in the course agreement under more than one subject area. Courses may be used to satisfy
                            both IGETC and major requirements.”

                            For CSU, double counting courses for IGETC and major requirements is determined campus to
                            campus and department to department.  Please refer to the CSU Document “Campus Specific
                            Practices for Transfer Admission” to get some guidelines.

     5.  Question:   Section 5.2.1 states that non-CCC courses may be used for IGETC even if it was completed prior
                            to the CCC course’s IGETC effective date.  Is the tail end of it also true, e.g., if a course is
                            discontinued on IGETC, may a non-CCC course completed after the discontinued date be used?
 

         Answer:       In our discussion of this issue it was unanimously agreed that the content of the course should be
                            considered for acceptance rather than the date of acceptance.  Courses are removed for a variety
                            of reasons and generally at the discretion of the CCC.  As long as the course content is a match to
                            a once approved IGETC course, it may be used.

     6.  Question:   In section 7.0 Credit by Exams there is a sentence that reads “Students who have earned credit
                            from an AP exam should not take a comparable college course because transfer credit will not be
                            granted for both”.  I believe the student will receive transfer credit and AP test credit as long as
                            the AP test is not articulated at the UC campus where the student is applying, with a
                            specific course.  I’ll give you an example:

                            We had a student who took our U.S. History course that we believe is comparable to the AP U.S.
                            History exam.  The student was planning on attending UCLA as a political science major.  Quick
                            Reference for UCLA in the College of Letters and Sciences shows that AP exam is not articulated
                            with a particular course at UCLA.  UCLA told us the student would receive credit for the AP exam
                            and our course.

                            In Quick Reference for UCLA, the Micro-economics exam, with a 4 or 5 is articulated with a
                            course on the UCLA campus Economics 1.  If our student received a 4 or 5 on this exam and    
                            completed the CCC course that was articulated with ECON 1 at UCLA, in this situation the
                            student would not receive duplicate credit because the course at UCLA is actually articulated
                            with an AP exam.   Can you set me straight on this- do I have it wrong?

            Answer:    You are applying the policies correctly.  Perhaps the sentence in 7.0 should be more exact.   
                            The committee will look at a more specific clarification on this issue, something like, “If AP
                            courses at a particular UC/CSU are given specific course credit then students should not take
                            those same courses at the CCC.  If that happens, a student will not receive credit for both
                            the AP and the course for admission or IGETC.”

            7.  Question: My understanding is that the new IGETC AP chart is for certification purposes only.  I just
                                 wanted to verify that when counselors are adding up total AP admission units to a UC campus,
                                 and there is no duplicate credit issue, they would still use the chart in Quick Reference, for
                                 example the US History exam would be awarded 8 quarter or 5.3 semester units.            

                Answer:    Yes, continue to use the UC Quick Reference AP chart for unit designation for admission
                                 purposes. The CSU does not have a systemwide AP policy, so you must consult the individual
                                 CSU campus.

                NOTE: The IGETC Standards sub-committee is working hard to try to relay a message that UC/CSU
                selection and IGETC are separate entities rather than entwined.  The sub-committee will consider
                including additional clarification to the IGETC Standards on this issue.

            8.  Question:    Section 5.2.2    Using courses from another community college’s certified list to pass along
                                    on IGETC.

             Answer:           If the course description from the non-CCC course matches the course description from
                                    another community college, then no further reviews is necessary, and apply the course to
                                    the appropriate IGETC area.  If it isn’t clear, ask the student to provide a course syllabus,
                                    and then make the determination.   If you still can’t figure it out, then bring in the teaching
                                    faculty to help.  There are many different CCC models regarding review of non-CCC courses.

            9.  Question:    If a student presents an AP score of  3 in English language and an AP score of 3 in English
                                    literature and does NOT complete a critical thinking course in Area 1B of IGETC, has this
                                    student met the UC minimum eligibility admission requirement in English Composition? 

                 Answer:      Students cannot use the two English AP exams to satisfy the UC/CSU transfer minimum
                                    eligibility admissions requirement in English composition.   Students who take both the
                                    English AP exams will receive credit for one English Composition requirement for admissions
                                    purposes.

            10.  Question:     If and when non-CCC courses are approved for use on IGETC, will a centralized database
                                       be available for input (similar to ASSIST or within ASSIST)?

                   Answer:       This is something the IGETC sub-committee will examine in conjunction with ASSIST
                                      and the 3 Central Offices.   It is likely this will take some time to implement.

Question:     Can the AP chart be added to ASSIST? 

                   Answer:        Policy information is not housed in ASSIST.  The combined UC/CSU AP chart for IGETC
                                       can be found in the IGETC Standards and accessed at

            12.  Question:      Now that community college faculty fluent in a language that they do not teach may aid

                    Answer:      Your question is a good one and this is something that the sub-committee needs to
                                       discuss further when it re-convenes in fall 2008 so that a process can be created. 
                                       Look for an update on this issue at ETS 2009.

            13.  Question:      Can already enrolled students go back to the community college and ask for a partial

                   Answer:         Yes, the student would return to the CCC campus.  The campuses are aware that they
                                        should be certifying as requested.

                    Answer:   Students who complete IGETC before transfer but fail to request certification will be directed
                                    back to the sending institution to obtain a completed form.  Sending institutions will respond
                                    as quickly as possible but may not be able to accommodate these requests immediately, such
                                    as during peak workload periods.  Students should be advised to allow sufficient time for
                                    processing.  IGETC certification timelines are at the discretion of the individual CCC.

                   Answer:     The CCCs are required to provide the information stated on the form through using our
                                    suggested form or by including all of the information on their own form or transcript.
